MINUTES FROM THE AUGUST 15, 2005 SELECT BOARD MEETING
Board members present were Pat Mallow, David Johnson, John Devine and Ron Lafreniere.
Also present was town clerk Deborah LaRiviere and Adam Silverman from the Burlington
Free Press. The meeting was called to order at 6:30pm.
- Planning Commission members met with the Board to discuss the over-all
planning and zoning process since the new zoning regulations went into place
and to talk about a recent DRB hearing. The Board questioned the necessity
of the DRB duplicating some of the same requirements that the Act 250 Board
calls for. Planning Commission Chair Linda Baker explained to the Board that
while it may seem like the town is replicating the Act 250 process some of
the concerns are the same. Even though the Town may mirror Act 250, the town
shouldn’t turn its power over to the state process because in the future concerns
may differ. Baker recommended the Board urge the DRB to closely follow the
criteria required for granting variances and conducting hearings. She further
suggested that the Select Board advise the Zoning Administrator to not accept
incomplete applications.
- The Board opened paving bids. One bid from UPC was for $49.95/ton and a
second bid from Pike was for $48.19/ton. Ron motioned: “To accept the
bid from Pike Industries for paving at $48.19/ton and to spend up to $47 thousand
dollars.” Pat seconded. There was no other discussion, all were in favor,
motion passed.
- John motioned: “To accept the minutes from the August 01, 2005 meeting.”
Ron seconded. There was no discussion, Ron, Pat and John in favor, Dave abstained.
Motion passed.
- The Board reviewed an Ordinance for the regulation of ATV. Several people
have asked for an ordinance of this type. The Board discussed the pros and
cons of an ordinance. Dave motioned: “To table adoption of an Ordinance
for the Regulation of ATV’s.” Seconded by Pat. There was no other discussion,
all were in favor, motion passed.
- The Board discussed the complaints regarding the gravel pit on the upper
Notch
Road.
There was no other business to be brought before this Board at this time. Pat
motioned to end the meeting, seconded by John. The meeting ended at 7:20pm.
