MINUTES FROM THE AUGUST 16, 2004 SELECT BOARD MEETING
Board members present were Pat Mallow, Dave Johnson, Jerry Mullen, John Devine and Ron Lafreniere. Also present was Town Clerk Deborah LaRiviére. The meeting was called to order at 6pm.
*Steven Stitzel, Esquire met with the Board to discuss the purchase of the Preston Pond property. Stitzel has worked out some of the sticking points, namely checking for a clear title, ironing out the grant reimbursement pro-cess and others. While there are still some boundary line disputes, Stitzel feels the town is ready to take ownership. The town owes the Vermont Land Trust (current owners of the property) $56,680, fifty percent of which is rei-mbursable to the town. The VLT has guaranteed, as best they could, the 50% should be returned to the town within 30 days. Jerry motioned: “To approve purchase of the Preston Pond property from the Vermont Land Trust for a sum of $56, 680 and to authorize John Devine to sign and exe-cute all nece-ssary paperwork for this transaction.” Ron seconded. This transaction is taking place after tax bills were processed and the town will not collect taxes from itself, taxes assessed to the VLT will need to be abated at the next hear-ing. There was no other discussion, the question was called. John, Ron, Dave and Jerry were favor, Pat voted against. Motion carried. John signed the Property Transfer and that along with the deed will be recorded.
*Matt Johnson and his attorney Jim Caffrey met with the Board to discuss the school bus turnaround located on Mr. Johnson’s property on the Notch Road. Also present with Johnson were his parents and his engineer Ted Fellowes. Caffrey explained to the Board that Johnson has no problem granting an easement for the school busses and town vehicles to turn around. He will work with Bob Fletcher as well as whomever represents the CESU. When an agreement is agreed upon, it will be signed and recorded.
*A letter of support for a land purchase was signed for CRAG VT.
*A letter to Wilson and Mary Sanders was signed.
*The Board will meet with Paul Guiliani, Bob Fletcher and Ken Richardson at the September 13 meeting to discuss the Bolton Fire District.
*Road Foreman Eric Andrews will be meeting with Conservation Commission member Tom Longstreth at a proposed driveway access site on Stage Road tomorrow morning. This driveway will be the access for the Preston property.
*Warrants were signed.
*Loan paperwork for the new truck was signed.
There was no other business to be brought before this Board at this time.
Jerry motioned to end the meeting, seconded by Dave. The meeting ended at 7:30.
