MINUTES FROM THE MAY 17, 2004 SELECT BOARD MEETING
Board members present were Pat Mallow, Ron Lafreniere, Dave Johnson and John Devine. Also present were Town Clerk Deborah LaRiviére, Road Foreman Eric Andrews and resident Ken Richardson. The meeting came to order at 6:00pm.
§ Prior to convening at the office, board members met at the residence of
Wilson Sanders to review a road issue. The Sanders have agreed to remove the wooden stakes placed in the roadway.
§ Ken Richardson met with the Board to discuss the Fire District. Board
members explained to Richardson that on advice of the town attorney, they was declining involvement in the Fire District. Richardson asked for a meet-ing with the town attorney and the attorney representing the fire district and a spokesperson from ANR. Deb will arrange.
§ The Board discussed the Siegel curb cut issue. During 2002, the Siegels
agreed to let the Town’s Recreation Committee construct an ice skating rink on a piece of their property. In order to access the rink, the town construct-ed a small parking area and acted as co-applicant for a curb cut permit from the state. The Town also constructed the driveway access. The rink is now defunct and the Siegel property up for sale. However, a May 12, 2004 letter from VTRANS is requesting more work on the curb cut. The Siegels have asked that the town complete the work on the cut as requested by the state. The Town is reluctant to invest any more money in a curb cut that will not be used for any town purposes. Dave motioned: “To have the town remove the culvert and replace the area to its’ original condition unless the Siegels wish to continue ownership/possession of the culvert at which time they would be responsible for maintenance and repairs on the culvert and curb cut area.” Pat seconded. John will speak with the Siegels. There was no further discussion, all were in favor, motion passed.
§ The Board discussed the ‘island’ at the top of Mill Brook Road.
Ownership of the island belongs to the Ruelles. John will speak to the Ruelles about removal of the island.
§ Road Foreman Eric Andrews met last summer with the Bolton School
Board to discuss snowplowing of the school parking lot. Andrews indicated to the board that the town would be willing to take over plowing of the lot with a couple of conditions; removal of the boulders, removal of the berm and no snow removal on the sidewalks. The town has not heard from the school board yet. John signed a letter to chair Lisa Wells stating the above.
§ John motioned: “To accept the minutes from the April 19,2004
meeting.” Ron seconded. There were no changes. The question was called Ron, John and Pat in favor, Dave abstained due to being absent at that particular meeting. Motion passed.
§ The Town has the availability of a $500 grant from the CSWD. The
Board would like to get a dumpster for tire disposal. Deb will arrange.
§ Mica Cassara’s term as representative to the CSWD has expired and he
does not wish to be re-appointed. Dave motioned: “To appoint Jerry Mullen as CSWD rep, if he is agreeable.” Ron seconded. There was no further discussion, all were in favor, motion passed.

§ Warrants were signed.
§ A letter from the Vermont Land Trust (VLT) was read. The VLT is
eager to transfer ownership of the Tiffany/Preston Pond property to the town in exchange for the agreed upon price. Town Attorney Robert Fletcher has advised the town to hold off on the transfer until he and the VLT reach an agreement regarding grant money.
§ Dave motioned: “To grant approval to Felix Streeter for a fireworks
permit for July 10, 2004.” John seconded. There was no discussion. All were in favor, motion passed.
§ The Board signed the loan re-write papers for the fire truck.
§ Deb will arrange the attorneys and ANR for the June 7 meeting and the
PC will be at the June 21 meeting to discuss the new zoning regs.
There was no other business to be brought before this board at this time.
Ron motioned to end the meeting, seconded by Dave. The meeting ended at 7:30pm.
