MINUTES FROM THE APRIL 05, 2004 SELECT BOARD MEETING

 

Board members present were John Devin, Jerry Mullen, Pat Mallow and Ron Lafreniere. Also present was Town Clerk Deborah LaRiviére. The meeting was called to order at 6pm.

§        Road Foreman Eric Andrews came before the Board with prices for the

equipment for the new vehicle. Again, Tenco received the bid from the state and is offering the same price to municipalities interested in purchasing the same type of equipment. The Tenco offer is $39,528 and includes some additions and exclusions that the town requested. Pat motioned: “To accept the Tenco offer for equipment at a cost of $39,528.” Ron seconded. The Board also requested Eric inform Clarks that the Town must retain possession of the trade-in truck until the new truck is complete and in use. There was no further discussion, all were in favor, motion passed.

§        The Board signed the Town Service Officer form.

§        Jerry motioned: “To accept the minutes from the March 22, 2004

meeting.” Ron seconded. There was no discussion, all were in favor, motion passed.

§        Beth Gilpin from the Recreation Committee met with the Board to

review the committee’s planned expenses. With the balance of the funds in their current budget, the group plans on purchasing the snow shoes the board approved, putting on the bike rodeo and purchasing new basketball bask boards for the Smilie playground. The group sponsoring the ‘My Anti-Drug Mural’ has asked for approximately $250 to complete their project.

§        Treasurer’s Reports for February were reviewed.

§        Warrants were signed.

§        Bob Fries from Bolton Valley has asked the town about purchasing

ortho maps. The MPO has a grant program whereby the maps, which cost approximately $1100 each, are available to municipalities only at the reduced price of $250 each. The Resort is requesting 11 maps and are willing to pay the 20% that the town would ultimately be responsible for. The MPO is agreeable to this. The board is also agreeable to requesting the maps for Bolton Valley.

§        Steve Jones from the Sports Car Club is requesting permission to hold

a ‘hill climb’ on Bolton Valley Road, June 5 and 6, 2004. This event is in conjunction with the Resort and has been done before. The Board insists the Sports Car Club take responsibility for traffic control, EMS, notification to residents about the event, supply the personnel needed to man the road closed location and provide proof of insurance to the town. Deb will check with the SCC and find out exactly where on the road the race will take place and let Jones know what the town is requesting.

§        Bolton Valley had a small indoor concert on Saturday April 03, 2004.

On Thursday, Melody Croshier from BV faxed down a Special Events Permit Application and Ron signed it. Since entertainment inside is a normal function of the Resort, Jerry motioned: “To forgo the necessity of applying for a Special Events Permit for any entertainment activities held indoors at Bolton Valley.” Ron seconded. The Board concluded that outside entertainment activities would be reviewed on a case by case basis as before.

There was no other discussion, all were in favor, motion passed.

Dan Champney has put in a bid to mow the lawns this summer. Jerry motioned: “To accept Dan Champney’s bid for mowing at $100 per mow.” John seconded. There was no discussion, all were in favor, motion passed.

The next meeting will be April 19. There was no other business to be brought before this Board at this time.

 

Jerry motioned to close the meting, John seconded. The meeting ended at 7:45.
