MINUTES FROM THE AUGUST 18, 2003 SELECT BOARD MEETING

 

Board members present were John Devine, Pete Siegel, Jerry Mullen and Dave Johnson. Also present was Town Clerk Deborah LaRiviére and Road Foreman Eric Andrews. The meeting was called to order at 5:20 pm.

 

Phone cards from were passed out.

Information on the upcoming Town Fair was distributed.

Letters from Jerry Mullen to CCMP regarding the interest of the Town in having a train station in Bolton were read. (File: CCMP)

Minutes from the July meeting were read. Jerry motioned: “To approve the minutes from the July 21, 2003 meeting.” Dave seconded. There were no changes, corrections or additions. All were in favor, motion passed.

The Board discussed the recent problem with the Bolton Valley Water and Sewer Department digging within the Town right-of-way. Ron, Pete and Road Foreman Eric Andrews were called to the site and the digging was ceased. The Town’s Road Cut Policy indicates that violators may be issued a fine was doing this type of construction without obtaining a permit first. Pete motioned: “To send a violation letter and levy a fine to Bolton Valley Water and Sewer Company for commencing excavation within the Town’s right-of-way without a permit, in accordance with the Town’s Road Cut Policy.”  Jerry seconded. There was no other discussion, all were in favor, motion passed.

Dave motioned: “To appoint Dick Ward as Health Officer.” Jerry seconded. There was no discussion, all were in favor, motion passed.

Warrants were signed.

Road Foreman Eric Andrews met with the Board to discuss some highway issues. The state will be mandating new sign (Men Working, etc) packages in the year 2004. At this time, the signs the town owns are fairly dilapidated. Even though the mandate doesn’t go into effect until 2004, since the high-way department is in need of purchasing new signs, Eric is going to go ahead and purchase the new type of signs, half of the package this year and the balance next year. He informed the Board that rain has damaged some of the newly fixed road shoulders in town and subsequently, some highway line items may be over-spent.  Eric also informed the Board of some problems with a driveway on Wentworth Road. The Board will conduct a site visit on Monday September 08, 2003. Members will meet Eric at the Town office at 5 and proceed to the site. A regular meeting will follow,

Beth Gilpin met with the Board to discuss Rec Committee issues. Pete informed those present that he had recruited Bill Atwood to donate some time and equipment and they will work on the skating rink. Also, should the lease for the rink be renewed with the Siegels? Deb will check.

The Board signed Special Events permits for Bolton Valley.

There was no other business to be brought before this board at this time.

 

Jerry motioned to end the meeting, seconded by Pete. The meeting closed at 7:15pm.
