MINUTES FROM THE JULY 21, 2003 SELECT BOARD MEETING

Board members present were Dave Johnson, Ron Lafreniere, Jerry Mullen, Pete Siegel and John Devine. Also present was Town Clerk Deborah LaRiviére. The meeting was called to order at 6pm.

Dave motioned: “To approve the minutes from the July 07, 2003.” Ron seconded. There were no changes. All were in favor of approval, motion passed.

An application from Sue Vita for the Conservation Commission was reviewed. The Board will hold this application until there is an opening on that Board.(File: Conservation)

A letter from the Town of Colchester regarding the Circumferential Highway was read. (File: Correspondence)

Town Attorney Robert Fletcher met with the Board to discuss two pending letters drafted from the Town to the Vermont Land Trust. Jerry motioned: “To give Pete authorization to sign the final copies and to send them on to the VLT. Seconded by John. There was no further discussion, all were in favor, motion passed. Alison Bechdel and Sharon Murray from the Conservation Commission met with the Board to discuss the Preston property and two invoices presented by the CC to the Board earlier. CC members asked that appointments and length of terms for their board be reviewed and a report given to them so they will know when each person needs to be re-appointed. The invoices presented for payment were also discussed and the Board will request a ruling from the ANR/Department of Fish and Wildlife regarding the use of funds obtained from them to pay for these invoices. (A copy of an e-mail response from Secretary of State Deb Markowitz regarding this issue should be attached to the minutes) The CC will be requesting a driveway access at the Preston property. Eric and Ron will meet CC members at the site at their convenience to look over site distances, etc. Sharon will call the office.

There was no other business to be brought before this Board at this time. Jerry motioned to close the meeting, seconded by Dave. The meeting ended at 7:10pm.
