MINUTES FROM THE APRIL 28, 2003 SELECT BOARD MEETING

 

Those present were Ron Lafreniere, Jerry Mullen, Pete Siege, Dave Johnson and John Devine. Also present was Town Clerk Deb LaRiviere. The meeting was called to order at 6 pm.

 

*The Board discussed the proposed concert series at Bolton Valley. Owner Bob Fries will be in on May 5 th. discuss this further. Jerry motioned: “To waive all fees associated with the Special Events Policy.” Dave seconded. The Board discussed the issue of having some control over the events. The question was called for this motion. No one was in favor, all against. Motion failed. Ron motioned: “To approve the concert series for Bolton Valley with the following stipulations: 1) Bolton Valley will fill out permits for each date 2) There will be no permit fee unless the events produce more than 250 concert-goers and3) BV will report to the Town if more than 250 people attend through the honor system”.  John seconded. There was no other discussion, all were in favor, motion passed.

*The Board read a letter from Siobhan Smith regarding the acceptance of the grant application from the VLT for the Preston Pond property.

*A notice from an FCC clearing house should be passed on to Fire Chief Mike Gervia.

*The Board read a letter from Mina Isham voicing her concerns over the Richmond Library. Deb will draft a response.

*Deb explained to the Board the willingness of the Chittenden County Sheriff’s Department to be hired by the Town for speed control on Route 2. Deputy Sheriff Rob Savio will meet with the Board next week to make a proposal. Sheriff Mike Cram has also informed Deb that if the town ordinance was modified, the Town would realize all but $17 from every ticket written on Route 2.

*The Board read through several dog complaint letters from Hallie and Thom McEvoy regarding the Farrell’s dog. Ron has visited with Mrs. McEvoy and Constable Gene Armstrong has told the offenders that another complaint will result in the issuance of a violation ticket. (See file: Dog Complaints)

*The application for reimbursement from the state for forest fire charges was signed.

*The Board discussed the high costs of heating and advised that it might be profitable for the fire department to have an energy audit. Deb will speak with Mike.

*The Board talk about the Fire District and one or more members will attend their upcoming meeting.

*Minutes were reviewed. Jerry motioned: “To accept the minutes from the March 17, 2003 meeting.” John seconded. There were no changes, corrections or additions. All were in favor, motion passed.

*Beth Gilpin from the Rec Committee met with the Board to go over the plans for the ‘Bike Rodeo’ scheduled for the 10th. of May. The only question was liability and Beth will check into.

*Town Attorney Robert Fletcher sent the Board a letter from David Kohn requesting that the town sign off on the “Glebe Lands” on the Preston property. Board members questioned whether there were any Glebe Lands on the piece of property. Jerry motioned: “To decline to draft a Quit Claim Deed and Property Transfer in light of the lack of evidence indicating Glebe Land on the Preston Property.” Ron seconded. There was no other discussion, all were in favor, motion passed.

 

There was no other business to be brought before this Board at this time. Jerry motioned to end the meeting, seconded by Dave. The meeting closed at 7:15pm.
