MINUTES FROM THE JUNE 17, 2002 SELECT BOARD MEETING
Board members present were Ron Lafreniere, Dave Johnson, Jerry Mullen and Pete Siegel. Also present was Town Clerk Deborah LaRiviére. The meeting was called to order at 6pm by Pete Siegel.

So far this year, the town has paid more than $6,000 in repairs and the last assessment from Pete Bormann (Mann and Machine) is that the truck needs a new motor and will probably not last through the winter even with it. Eric offered some quotes from 2 dealerships for a new 1-ton. Jerry motioned: “To table this item until July 01, 2002 to allow time for Eric put a set of specs together and to get actual prices.” Pete seconded. Eric will take care of this and return to the Board on July 01. There was no other discussion, all were in favor, motion to table passed.
has asked for his $1,000 deposit back. Andrews feels the road cut wasn’t properly fixed. Townsend is arguing that since the town repaired the road cut, it’s not his fault if the repair isn’t proper. Andrews told the board that the road cut had gone unfixed until sometime in September and since the town had paving contractors due to resurface Thacher and Wentworth roads at that time, he wanted the cut covered before it snowed. The cut was supposed to already be prepped by the Townsends, so the Town’s hired paving crew paved over the cut. Now, after the winter has passed, the road has sunk in that spot and further investigation shows little or no gravel was put in the cut prior to the repaving. Townsend doesn’t feel he should have to pay for the second repaving and wants the entire $1,000 deposit returned. Dave motioned: “To deny the return of Townsend’s full $1,000.” Seconded by Jerry. The Board would like a letter to Townsend stating that the deposit is being held until the road cut is properly fixed. The Town will repair the road cut, document the costs and deduct the amount due from the $1,000 deposit. There was no other discussion, all were in favor, motion passed.
Margot Pender Bolton’s CCRPC Rep met with the Board to discuss zoning maps updates and the implementation of several zoning changes. (See file: Correspondence-CCRPC) MacDougall suggested that the Board go over any changes with the Town’s attorneys to be sure of procedure and adoption. He also discussed Interim Zoning and building permit moratoriums. The Board would like to meet on June 24 with Joe McLean from Stitzel, Page and Fletcher.

8. The loans papers for re-writing the garage note were signed.
9. An appointment form for Lars Botzojorns was signed.
10. The Board discussed Bolton Valley Holiday Resort and the non-payment of
the last installment of taxes.
11. Deb informed the Board that Dick Streeter, Sr. has contacted Colonel Nye re-garding acquiring additional land for the West Bolton Cemetery. Deb will draft a letter to Nye with the request.
12. The Board read the Act 250 permit application for the Green Mountain Club.
13. Cemetery Commissioners Betty Wheelock and Marion Streeter met with the
Board to discuss the aforementioned land acquisition. The Board would like to use the funds available from the Perpetual Care CD for cemetery care and perhaps a survey of the new piece of land should it become available to the Town. Marion asked for copies of the latest deeds for cemetery lots to be sent to her. Deb will do.
14. Deb explained to the Board that the Town would need a Tax Anticipation Note
to get through the end of this year and into next. Pete motioned: “To borrow $100,000 from the Howard Bank.” Jerry seconded. There was no other discussion, all were in favor, motion passed.
There was no other business to be brought before this Board at this time. Ron motioned to end the meeting, seconded by Jerry. The meeting closed at 8:45pm.
