Minutes of School Directors Meeting
Smilie Memorial School, Bolton, VT
Attendees: John Alberghini, Vicky Congdon, Gail Conley, Phil Graff, Fred Kenney, Lisa Wells
Guest: Joanna Machia
Meeting came to order at 7:10 pm.
1. There were no comments from community members.
2. Phil moved to approve the previous meeting’s minutes with the correction of one typo. Vicky seconded. All in favor.
3. Principal’s Report:
John Alberghini presented his budget recommendations and the estimated amounts for the 2005-2006 budget for Board discussion. John is recommending increases to both the buildings line and the repair and maintenance lines in the budget because of overspending in those areas for the past three years; Carl Sword and architect Tom O’Brien will attend the November meeting to discuss long-term building maintenance.
John has applied for two grants: one for the purchase of Filemaker Pro to allow teachers to complete report cards on the computer and a $1500 Ben & Jerry’s Community Grant to help pay for Smilie’s computer lab.
John provided the Board with projected enrollments for the next three school years and some possible grade configurations.
John distributed a draft of Smilie’s 2004-2006 Action Plan.
Action/Discussion Items
1. Joanne Machia reviewed Draft 1 of the 2005-2006 budget, which includes John Alberghini’s requests. Joanne will revise the budget per the Board’s requests, leaving in all of John’s recommendations at this time, and present Draft 2 at the November meeting.
2. Lisa Wells, Ann Whitman, and Phil Graff were appointed as voting members for the CESU Fall School Directors meeting on October 25.
3. Phil moved to approve the CESU Nutrition Policy N-1-1; Lisa seconded. All in favor.
4. Superintendent’s Report:
Dr. Conley reviewed the FY 04 Year-End Summary for the Bolton School District and distributed K-12 enrollment figures for CESU for 2004-05.
5. Lisa moved to approve the revised Invoice Edit list in the amount of $60,012.66; Phil seconded. All in favor.
6. In light of the upcoming presentation on the Regional Technical Academy at the CESU Fall Meeting to be followed by a resolution on CESU’s position on the RTA, Lisa moved that the Board take a formal position on the RTA as follows: The Bolton School Board is supportive of providing technical education to the students of Chittenden East. It is, however, opposed to the process for developing the current proposal under consideration. The Board supports the position of MMU principal Bob Stevens and some of the other county principals in their opposition to the current proposal for the RTA. Phil seconded. All in favor.
7. Committee reports:
Spec. Ed.: Did not meet.
Curriculum: Ann was not present at the Board meeting.
Long-Range: Did not meet.
Executive: Update on Superintendent search.
Policy: The Board briefly reviewed the severe allergy/anaphylaxis policy and guidelines proposed by the CESU nursing staff. The consensus was that rather than a stand-alone policy, the Board would rather see a general health policy with specific allergy/anaphylaxis procedures attached as guidelines.
At 9:20 pm, Fred moved the board enter into Executive session under the authority of Title I, Section 313 (3) to discuss negotiations; Vicky seconded. At 9:35, Fred moved the board come out of Executive Session; Vicky seconded. Meeting adjourned at 9:40 pm.
Next meeting is scheduled for November 3, 2004, at 6 pm at Smilie School.
