Agenda Item #1 – Minutes

Jim Bralich made a motion to accept the minutes of May 1, 2002.  Rodney Pingree seconded the motion.  All were in favor.

 

Agenda Item #2 – Other communications/mail

 A.  Margot Bender was introduced as the new Bolton Representative to CCRP, and sat in on the meeting.

 

B.  The Commission reviewed the Green Mountain Club’s ACT 250 application and accompanying letter from Dave Hardy, Green Mountain Club Field Supervisor, regarding the proposed construction of a new shelter on the Long Trail south of the Long Trail crossing on Duxbury Road in Bolton.  The new shelter will not be constructed in Bolton, but the GMC plans to use a Bolton site in Honey Hollow to fly materials to the construction site by helicopter on July 18, 2002.  The Commission had no concerns regarding the project, and Amy will notify Dave Hardy to that regard.

 

 

C.  The Commission reviewed documents from ANR regarding River Corridor Protection and Management.

 

D.  The Commission reviewed a document from the District Environmental Commission Office in regard to the withdrawal of application #4C1049 by James and Nancy Tiffany for proposed construction of five residential lots and 1600’ of roadway in the Town of Bolton.

 

E.  The Commission reviewed NMHC’s “New Housing Paradigm.”

 

F.  The Commission reviewed a memo from the Bolton Select Board dated 6/6/02 with regard to the Village II zoning district.  After careful consideration of the memo and review of the zoning regulations, the Commission drafted changes to Permitted and Conditional Uses in V-I and V-II as follows:

1.      Page 3. V-I District Permitted Uses.

“7. One structure per lot containing 1 to 4 dwelling units, and associated outbuildings.”

 

11.    Planned Unit Development –DELETE.

 

2.      Page 3.  V-I District Conditional Uses.

14.  Planned Unit Development.”

“15. Planned Residential Development.”

 

3.       Page 4.  E. Planned Unit Developments/Planned Residential Developments

Agenda Item #3 – CCRP Representative Review of Open Space Map, V-II Map Draft

The CCRP representative was unable to attend the meeting.  The Commission was therefore unable to review the possible changes that CCRP needs to make to the Open Space Map.

 

The Commission reviewed the changes suggested by the Select Board to the Village II draft map at their June 3, 2002 meeting.

 

The Commission reviewed the draft of the Village II map prepared by Pam Brangan at CCRP, and made the following suggestions for additional changes:

 

1.      To help afford protection to Bolton Valley’s public drinking water supply, move the Village II boundary eastward to the east branch of Joiner Brook (top of the Village II area).

2.      Designate Goose Pond Brook and Joiner Brook as the Village II boundary line near the “s curve.”  Easier to find on the ground than an arbitrary line drawn in the “neck” of that area, as suggested by the Select Board.

3.      Change the northern and eastern boundary lines to reflect/come in line with the original lot lines (see maps in Town Office).  The northern and eastern boundary lines would intersect at the northwest corner of lot #65/the northeast corner of lot #66.  Continue the line to the south, allowing Goose Pond Brook to stay the boundary.

 

Agenda Item #4_ Zoning regulation amendments

The Commission was unable to address this agenda item because of time constraints.

 

Agenda Item #5 Any other business

Linda Baker asked Amy Grover to check with Dick Ward on creating an outline of standard operating procedures for the Zoning Administrator.

 

Amy Grover will check with Deb in regard to a junk car ordinance – is there one separate from the litter ordinance/zoning regulations.

 

The Commission discussed the upcoming Select Board meeting on Monday, June 17, 2002.  Due to scheduling conflicts, no one from the Commission will be able to attend the meeting.  Amy Grover will attend the meeting.  Rodney Pingree made a motion for the Select Board to proceed with instituting interim zoning, or a moratorium, for Village II as best serves the needs of the Town.  Steve Barner seconded the motion.  All were in favor.  Steve Barner questioned if a moratorium or interim zoning may be placed on a single owner/zoning district.

 

The Commission drafted a list of issues/comments/questions/areas needing guidance, as had been requested by Ian MacDougall of CCRP

1.      Open Space Map - potential changes and errors.

2.      Zoning Map – process for adopting changes, changes reflected in Town Plan/Zoning Regulations, more suggested changes to the Village – II map draft.

3.      Zoning Regulations – review by CCRP prior to hearing process.

4.      Town Plan – hearing process, point of future land use map.

5.      Interim Zoning/ Moratorium – Select Board to proceed as best serves the needs of the Town, may one or the other be placed on a single district/landowner.

 

The next Planning Commission meeting will be held on Wednesday, July 10, 2002

6 p.m. at the Town Office.
