Agenda Item #1 – Minutes

Rodney Pingree made a motion to accept the minutes of March 12, 2002.  Jim Bralich seconded.  All were in favor.

 

Agenda Item #2 – Other communications/mail

The Commission reviewed a memo from the Select Board asking for quarterly reports, the first due May 1, 2002.  Amy Grover will draft reports to the Select Board.

 

The Commission reviewed the CCRP Stormwater “White Paper” report.  Rodney Pingree suggested that findings be incorporated into the Bolton Town Plan to minimize impact on water quality.  The report was filed with the Town Plan information and earmarked for review prior to the next adoption of the Town Plan.

 

The Commission completed the Vermont Planning Survey from the Center for Rural Studies @ UVM.

 

Agenda Item #3 – Review of hearing schedule timeframe.

The Commission targeted July 2002 as the date for the first public hearing on the Zoning Regulations.  The Commission will work toward the November 5, 2002 vote date, with the March 2003 Town Meeting date as a back up.

 

Agenda Item #4 – Zoning Regulation Amendments

a.      Definitions – public right of way.  No need for public right of way definition.

 

b.      Check – roads, PRD/PUD. No need for any changes.

 

c.      Temporary Tents.  Add to conditional use in VI, VII, RII, AG and RI, and Conservation District.  “Tents five hundred (500) square feet or over and erected for four (4) or more days.”

 

d.      Definition of  “new.”  No need for definition of “new”

 

e.   Density -Village II. 

 

East Side of the Bolton Valley Access Road

1.      Extend the existing Agriculture and Rural I zoning on the east side of the Access Road northerly to Goose Pond Brook.  This zone is approximately 750’ out from the road, and extends approximately 3,800 feet.

 

2.      Change remainder of the area on the east side of the Access Road beyond 750’ out up to Goose Pond Brook to Rural II.

 

3.      Remainder of the east side of the Bolton Valley Access Road remains Village II.

 

West Side of the Bolton Valley Access Road

1.      Extend the existing Agriculture and Rural I zoning on the west side of the Access Road northerly until it meets the point where Joiner Brook intersects the Access Road (bottom of the “S curve).  This zone is approximately 1300’ out from the Access Road, and extends approximately 4,500’.

 

2.      Change the entire remaining area on the west side of the Access Road to Rural II.

 

h.      Definition of Structure.  “32. Structure: Any construction, erection, assemblage, or other combination of materials upon the land, including but not limited to, swimming pools (delete size), satellite dish antennae over thirty-six (36) inches in diameter, tennis courts, utility sheds, (delete pilings, footings or foundations), or trailer/storage boxes.”

 

Agenda Item #5 – Any other business

Dick Ward noted that the master plan should have maximum density projection for the Town. This was noted and filed with the Town Plan information earmarked for review prior to the next adoption of the Town Plan.

 

The next scheduled meeting of the Planning Commission will be on Wednesday, May 1, 2002, 6 p.m. at the Town Office.
